Supervisory Special Agent Homeland Security Investigations
In September 2018, Homeland Security Investigations (HSI) and Seattle PD, initiated an investigation into a restricted website, CommunityIncest.com, created and designed to promote incestuous relationships which included encouraging the sexual abuse of children by family members. The website was available on the clear web and was owned and operated by Shabnam PILISUK. Investigators identified members of CommunityIncest.com who expressed a sexual interest in children. Investigators learned PILISUK groomed MV by glorifying GoT and arranging babysitters she knew to have a sexual interest in children to watch MV. PILISUK sexually abused MV in her home, and also while traveling in Nevada and Colorado. SPD and HSI arrested four members of CommunityIncest.com between September 2018 and 2019 on state child exploitation charges. In December 2021, HSI arrested PILISUK for Aggravated Sexual Assault of a Minor Under 12, Travel with Intent to Engage in Sexually Explicit Conduct with a Minor, Production of Child Pornography, and Possession of Child Pornography. On March 2, 2023, PILISUK was convicted by a jury of her peers of all five charges. PILISUK was sentenced to 30 years imprisonment.
